Planning Awards
Each year, the Community Health Planning and Policy Development Section accepts nominations until May 15 in order to present three awards at its annual meeting:

These awards are presented at an Awards Ceremony during the Annual Meeting of the American Public Health Association. All section members are welcome and encouraged to submit nominations for any of these awards.

Below are descriptions of each award as well as their respective nomination forms.

Henrik L. Blum Award for Excellence in Health Policy

In Honor of Henrik L. Blum, MD, MPH:

Dr. Henrik Blum is Professor Emeritus of Health Policy and Planning in the School of Public Health at the University of California at Berkeley. He has been a champion of health care equity, and through the use of social action organizing skills, has incorporated social and economic concepts into the development of and implementation of health care policy and delivery in a changing environment.

Dr. Blum has served as consultant to, or member of committees of the National Institutes of Health, American Public Health Association, U.S. Public Health Service, U.S. Department of Health and Human Services, USAID, and the World Health Organization. He has been active in various local, state, and national government and voluntary health agencies, including board membership in the Bay Area United Crusade, Board/Chair of Alta Bates Hospital, HEALS HMO, and Coalition for Elders Independence; and has served as a member and consultant to the Committee on Evolving Trends of the California Medical Association and member of the Board of the Over 60 Health Center. In addition, Dr. Blum served APHA as Vice President (USA) in 1990.

Dr. Blum has also been active in innovative academic programs, and from 1991 to 1994 he was interim Chairman of the Health and Medical Sciences Program that includes an experimental medical school, the UC Berkeley -UCSF Joint Medical Program. He has also held teaching appointments at Johns Hopkins and Stanford University Medical Schools, and was a visiting Professor at West China University of Medical Sciences, Chengdu, China.

Awards include the American Public Health Association Sedgwick Memorial Medal, the American Health Planning Association Schlesinger Award, the American Optometric Society Apollo Award, the Berkeley Citation of the University of California, and a Fulbright Scholarship in Sweden.

Purpose of the Award:

To recognize an individual, group of individuals, or an organization who/that has demonstrated excellence, creativity, and innovation in the development and/or implementation of health policy. An individual, group of individuals, or an organization that through their action has significantly heightened the awareness and debate of a key health issue by raising the issue to a national level for action may also be recognized through the award.

Criteria:

The award will be made to an individual for his/her personal accomplishment or for a group or organizational accomplishment that has been managed or facilitated by the individual.

The recipient need not be a member of the American Public Health Association, Community Health Planning and Policy Development Section. .

The individual or organization must have made a significant and noteworthy contribution to the practice of policy development and/or implementation through professional effort, personal work, or voluntary service, which demonstrates excellence as judged by his/her peers.

The award may recognize sustained efforts over a period of time or a single outstanding contribution. .

The accomplishment must demonstrate excellence, creativity, and innovation in policy development and/or implementation that addresses a significant health-related issue. Research projects and work dealing with policy are eligible for recognition.

Health Policy is defined as policy that significantly impacts the organization, delivery, or financing of health care service provision at a national, regional, state, or local level. It includes systems development activities, regulation, legislative efforts, administrative processes, and planning aimed at promoting and improving health and/or achieving a rational allocation of health care resources. Policy is also considered to be outcome oriented and focuses on content, both intended and resulting rather than on methodology, and can result from the work of community leaders, volunteers, professionals, facilitators, as well as planners or other health care practitioners. .

Nomination and Selection Process:

The CHPPD Section Awards Committee will conduct the nominations process and make the awards in a manner consistent with the APHA and CHPPD Section by-laws.

Nominations will be solicited by the Awards Committee between January 1 and May 15 of the year in which the award will be given. Solicitation will be announced via the CHPPD Section newsletter, website, and listserve; and other methods decided upon by the Committee. .

Nominations will be submitted to the Chair of the Committee on the form included with the solicitation announcement. Only nominations submitted on the nomination form will be accepted. Any nomination received after May 15 will be returned to the sender.

Section elected officers including the Chair, chair-elect and Secretary, and members of the Awards Committee are not eligible to receive the award in the year of their terms of office or committee membership. .

The nominee may not be a previous recipient of the CHPPD Excellence in Policy award.

Form and Frequency of the Award:

One award may be made per year. In very unusual circumstances, two awards may be made in one year upon unanimous recommendation of the Awards Committee and concurrence of the CHPPD Section Chair.

If no nominations sufficiently meet the criteria to merit an award, the Awards Committee may at its discretion not make an award. .

The recipient will receive an inscribed plaque to be presented at the Annual Meeting of the American Public Health Association Community Health Planning and Policy Development Section.

James R. Kimmey Award for Excellence in Health Planning Practice

Purpose of the Award: .

To recognize an individual who has demonstrated excellence, creativity, and/or innovation in health planning practice that constitutes a significant contribution to health planning which goes beyond the expectations of routine job performance and is evidenced by accomplishments. This award is given jointly with the American Health Planning Association.

Criteria: .

The award will be made to an individual for his/her personal accomplishment or to an organization for a group or organizational accomplishment that has been managed or facilitated by the individual.

The recipient need not be a member of the American Public Health Association, Community Health Planning and Policy Development Section; or the American Health Planning Association (AHPA).

The individual must have made a significant and noteworthy contribution to the practice of health planning through professional effort, personal work, or voluntary service, which demonstrates excellence as judged by his/her peers. .

The award may recognize sustained efforts over a period of time or a single outstanding contribution.

The accomplishment must be practice oriented and demonstrate excellence, creativity, and innovation in the application of planning methods that address a significant health-related issue in a practice setting. Research projects and work dealing with planning theory are eligible for recognition if they have been applied in practice. .

Health planning practice is broadly defined to include comprehensive health planning; health systems planning; regulatory aspects of planning; strategic planning; program planning; and community planning, organizational development and capacity building aimed at promoting and improving health, and achieving a rational allocation of health care resources. Planning practice is process oriented, problem focused and generally conducted at the local level but can occur at a regional, state, or national level. Innovation in planning practice can be based solely on the methods and process aspects, and may not have an immediate outcome. It can be, but is not necessarily policy oriented; rather, it focuses on the doing of practice.

Nomination and Selection Process: .

The Committee shall also include the CHPPD Section Chair and the President of AHPA.

CHPPD Section Service Award

Purpose of the Award:

To recognize a Section member who, through dedication and exceptional effort has made a significant contribution to the ongoing activities of the Community Health Planning and Policy Development Section.

Criteria:

The recipient must be a current member of the Community Health Planning and Policy Development Section.

The award may recognize either sustained efforts over a period of time or a single contribution requiring exceptional concentrated effort. .

The contribution acknowledged does not have to be made in the year the award is given.

Nomination and Selection Process:

Nominations may be made by any current member or officer of the Section. The Awards Committee will establish a nominations process consistent with APHA and CHPPD by-laws.

Selection will be made by the majority vote of the Awards Committee. .

Section elected officers including the Chair, Chair-elect and Secretary, and members of the Awards Committee are not eligible to receive the award during their terms of office or committee membership.

Form and Frequency of the Award:

A single award will be made annually. More than one award can be made at the unanimous recommendation of the Committee with concurrence from the Section Chair, Chair-elect, and Secretary.

The recipient will receive an inscribed plaque to be presented at the annual meeting of the American Public Health Association Community Health Planning and Policy Development Section.
