A Reference for CON Issues

This expanded feature of CHPPD is intended to address the concerns and contemporary issues that face regulators, providers, policy makers, purchasers and the public about Certificate of Need (CON) and related matters.

A popular question among many interested in such regulation is where CON continues and what it regulates. One tool that has provided a quick "thumb-nail" answer is the CON Matrix, which is a short-hand name for the "2008 Relative Scope and Review Thresholds: CON Regulated Services by State". The most recent October 29, 2008, version can be downloaded at this link:

This illustration includes both a spreadsheet of states and services, plus a related map showing relative degrees of regulation which are based entirely on scope and thresholds, but cannot be used as any measure of effectiveness, severity or outcomes.

This illustration is not intended to be a definitive nor exhaustive depiction of CON review, and in no way compares the decisions made by each state, but rather it is an attempt to provide a quick relative overview of CON regulation across America. The viewer is encouraged to look beyond this using additional tools and contacts to gain a more complete understanding of the similarities and differences between state regulatory efforts and results.
